I'd like this as well.

Currently the <a tag and code to increment to the download counter and 
get the file is inserted in the ListViewController (lines 219 or 225).

This feels very wrong to me for an MVC architecture...

This should be handled in the Documents module's List ViewModel and View 
classes surely?
