you are right

it's possibile open a ticket for this, because it's impossibile create a
workflow whit multiselect combo box since when select two value in combo box
in workflow can't select two values whit the option"is" because is univocal

moreover in filter of module or in report the other options (contains, not
contains, etc) are present for this type filed
