[Vtigercrm-developers] new date formats (like 23-Apr-2015, for example)?

Is there a way to add a new date format (for either default and or user
choice) that would allow me to display dates in the format of 23-Apr-2015
(ie 'j-M-Y')? I have looked through the code but can find no obvious single
place...
