The more I think about this the more I realise that actually the vtiger 
layout needs to simply fix the viewport in the middle of the display 
rather than trying to fix the columns around the outside etc...

See the three attached screenshots of list, detail and edit views.

Basically the vertical (and possibly horizontal depending on size of 
display) scrolling should be done *inside* the black line. Everything 
outside that line should be fixed.

That way the user always has access to the various navigation, search 
and action controls without having to scroll up or down all the time... 
With long lists or complicated Detail Views with lots of fields and 
blocks this is currently a bit of a PITA.

As the vtiger layout templates are designed right now, this is not going 
to be easy to achieve but I think it would be a good area to review for 
a future version of vtiger.
