[Vtigercrm-developers] Can't move/re-order widgets on Dashboard (Chrome + Win8)

I've just done some further research on this issue and found that issue is
specific to laptop with touch screen under Windows 8.1
So, disabling "touch events" parameter on Chrome solved the issue, see here

If not disabled, widgets can only be reordered with finger using touch
screen.
