[Vtigercrm-developers] User-related pages are blank!

I have added these two lines to both "index.php" and "config.inc.php":
ini_set('display_errors',1);
error_reporting(e_all^e_notice);

I couldn't add something like: "display_error = on" or "$display_error = on"
to "config.inc.php".

I have also enabled error_reporting in php.ini.

Finally, nothing changed! and still have the same blank page similar image I
inserted.

Any more idea please?
