[Vtigercrm-developers] User-related pages are blank!

Hello guys,

we have a strange problem with VtigerCRM. All pages which are related to
user settings are blank, without content.. E.g: CRM Settings > CRM User
Management > Administrator. All view/edit pages of users are blank.
It was existing in the previous version 6.1.0. We updated the CRM version to
solve this problem, but it unfortunately still exists. 
You know, it's a vital problem and should be solved as soon as possible.
Someone suggested to change language of users in DB to en_us. It didn't
work!
Is this problem caused by CRM configuration/DB or server configuration
(Apache/PHP conf) made it?

Would you please give some solution/hints to solve this problem?
