How to create following structure (it concerning all modules except 
calendar)

Module is assigned to 1 user
Same module is assigned to other user (could be more than one) with read 
only privileges.
Groups dont work for me as if I will assign two user to one group both 
will receive workflow correspondence.
Maybe another "Assigned to" field? But how?
