[Vtigercrm-developers] Once again mailmanager and documents - UTF8

[Siam Translations LLP]

Mailmanager in 6.1 not working with Chinese and Japanese characters.
6.0 on the same server working ok
Also file names what are harvested by mailscanner if written in above
languages are not decoded correctly - like: º·¤ÇÒÁ_Jul-Aug_2014.doc
