[Vtigercrm-developers] Email templates again

[Siam Translations LLP]

I see clear reason to make Emails Templates as a module with ability to
assign privileges. This extension may contain important emails (like portal
notification) which I see no point to expose to everyone who got access to
this part of CRM.
Folders (as I mentioned before) will be useful too.
