"Fixing" it surely means that the admin user should be able to remove 
the Outgoing Server settings if he wishes to? The "fix" you have applied 
in change set:

merely removes the "Reset" button. From what I can tell there is now no 
way for the admin user to delete the Outgoing Mail Server settings.

Also, I have just noticed that you have made the username and password 
fields mandatory... For SMTP configurations where vtiger and the mail 
server are in the same domain these are often not required. I have 
raised a new ticket for this.
