It should be fairly easy to write a custom workflow function to do that.

Or you could add a checkbox to the Project module to indicate it is a 
template rather than a "proper" project. Then add an action link for 
"New Project from Template" or something...

The actual idea of project templates is a good one - one that OpenERP 
supports out of the Box.
