I don't think either way is wrong or right, but knowing is handy ;-)

I have a possible requirement for this where I do not want the task to 
happen if things change, but in this case it will be a custom workflow 
function so I can do my own tests within the function.

I find myself writing Scheduler functions more and more to achieve 
things like the above. It would be nice if you add a "time to run" on 
the scheduler configuration (like cron has) as we have noticed that 
scheduled function can drift over time when it is set for 86400 (once 
per day).
