Yes, just checked the php.ini In Ubuntu there are two separate config 
files: one for the cli and one for Apache.

For the cli: error_reporting = E_ALL & ~E_DEPRECATED & ~E_NOTICE
For apache:  error_reporting = E_ALL & ~E_NOTICE & ~E_DEPRECATED

Server: Ubuntu 12.04
php version: PHP 5.3.10-1ubuntu3.6 with Suhosin-Patch
MySQL: 5.5.29-0ubuntu0.12.04.2-log
