Some scenarios your suggestion is applicable but in others it's not.

It's all about allowing the 'individual' user to configure the system to
the way they work. As a metta data model this can easily handle.

Making this an admin only option is restricting the users to an admin
decision.

Releasing the restrictions into the data model makes for a more powerful
and flexible system as each user works differently.
