[Vtigercrm-developers] getDefaultAssigneeEmailIds not excluding inactive users?

In vtiger_users I also notice there is a column "deleted"...

Should this be checked too or is it unused? If it is unused why is still 
there? If it isn't unused why isn't it too tested?
