[Vtigercrm-developers] Please help - How does the Open Source development works about VTiger?

I must say, I have found the group helpful when I have had issues, but I 
have always tried to stay away from trying to add to vtigers code base 
as I did not understand the system in place, which I guess is the same 
as Detlef currently.

How does one "submit code", if I want to push a new feature into the 
system in a manner which is not supported by the current modular build 
for example, surely more needs to be done than just submitting a patch.

What it would be great to know is, where is the proper place for 
discussion of bringing new functionality into the base? Is that simply 
down to the guys from vtiger.com?
