 Sorry, i can reproduce this.

 How can you tell me to check in demo.vtiger.com if workflows are not
 running in demo.vtiger.com ???

 1 - Add new value to picklist "féria" in Tickets module
 2 - Create a workflow to execute a task send email in case that picklist
 as changed to that value "féria"
 3 - The task you made to send email will not be executed.
