#8639: Get dependent list not working when target values start with special
character like +

 We have setup picklist dependency where the target picklist has values
 like +1,+2 etc..

 But in the picklistdependency element in the mapping these values are
 coming as 1,2,3 as such when the source picklist value is changed none of
 matching values are found in the target picklist and so target picklist
 becomes empty.
