 A non-admin can login and go to My Preferences and edit their preferences
 as they should. When they try to edit Reports To, they cannot, which is
 also good. However, they can click the "X" to the left of the field and
 delete the Reports To and save it. This empties the field even though the
 user should not be able to edit who they report to.

 I suggest making this a read only field instead of using the lookup field
 interface for non-admin users but am unsure at this time where this code
 is located to provide a code fix.
