 To sum up, if both the Decimal Separator and Digit Grouping Separator
 fields are set to use the same character then this issue occurs.

 The on-demand version of vTiger has already fixed this issue by doing the
 following-:

 1. On the Create User Page by default the 'Decimal Separator' is set to
 '.' and Digit Grouping Separator is set to ','
 2. If the user tries to set them to the same character a pop-up message is
 shown advising that "Decimal seperator and Grouping seperator cant be
 same" and the character is not changed.
