New description:

 Adding Comments to Reports was viewed as a good enhancement by our
 customer, but they had a request...

 It didn't seem to be possible to limit the number of comments that would
 be shown against a record that easily. You could filter it by date but
 that isn't as flexible.

 What our customer said would be more useful would be to be able to have a
 filter for Comments like "Last x" comments, where X is an integer.

 CustomerA has 40 Comments
 CustomerB has 30 Comments

 Since we group by Customer, limiting 20 Comments per customer could be
 tricky to achieve in SQL.
