 Fresh install of vTiger 6.2
 Ubuntu 14.04
 PHP 5.5.12-2ubuntu4.3
 MySQL 5.6.19

 If a user is deleted, but not permanently, then the user should show in
 the Users module when the filter is set to 'Inactive Users'. This does not
 occur. No users are shown and therefore it is not possible to reactivate
 an user.
