 Problem solved :). Apparently this problem only happens if you are
 migrating from 5.4 to 6.0 to 6.1. the problem is that when migrating from
 5.4 to 6.0 the vtiger_version table is not updated correctly, the current
 version remains 5.4.0. if manually fixed to 6.0.0 then migrating to 6.1
 there are no failures in the migration and new quotes are saved with no
 deadlocks. i will test it out some more to make sure that no deadlocks
 appear. please fix the 5.4 to 6 migration patch to let it update the
 vtiger_version table.
