Comment:

 I was able to add a service on my instance through these ways:
 1.Through Edit view of Service module.
 2.Through Quick create ajax form.
 3.Successfully imported services through .csv file.

 I am using the lateest svn pull from
 http://trac.vtiger.com/svn/vtiger/vtigercrm/branches/6.1.0/
