 In the admin you can set the max file upload size. It seems set to 5M
 standard, even on servers that allow much higher numbers and it can only
 be change by manually editing the config.inc.php file.
 That defeats the purpose of config editing in the admin.
 COnfig needs to check the PHP settings and show that as the max.
