 Create a Workflow that is set to run "Until first time condition is true"
 (only once).

 Runs some events to trigger the above workflow so that crmids are written
 to the com_vtiger_workflow_activatedonce table.

 Now *edit* that workflow and change it so it might run each time a
 condition is met...

 This will only work on records that are '''not''' already in the
 com_vtiger_workflow_activatedonce table.

 I think records for this workflow should be removed from the table if it
 is changed.
