New description:

When a field is edited (as opposed to a record) then the events do not
 fire.

e.g. click edit button on account, change account name, save => events
 fire
click edit button on account name, change account name, save => events do
 not fire

If eventing is used to update tables then this has potential to cause
inconsistent data. Also any auditing of changes using eventing API can be
bypassed by the user editing individual fields.
