Comment:

 In 5.4.0 such an issue is not present.
 The workflow is triggered also for quick edits.
 One remark: if the workflow changes a field visible in the same screen
 where the quick edit is done this is not visible until the next refresh of
 the screen. I think this is to be expected, as the quick edit only
 modifies the field on the screen which was edited.
 The changes by the workflow can not be automatically forwarded to the
 active screen.
 This ticket can be closed.
