 This patch adds a button to Settings > Users that launches the standard
 export utility.  It doesn't honor the settings on that page, but does
 successfully export a CSV of all fields for all users.  This includes
 hashed passwords, which we avoid by only exporting from test servers whose
 passwords have already been scrubbed.
