 1. Go to Contacts Tab: index.php?module=Contacts&view=List
 2. Click to Actions, import (index.php?module=Contacts&view=Import)

 I expected a form to import a file, but there is nothing displayed, the
 frame on top appears, and the sidebar appears, but no contents.

 No error appears (error display is enabled in config.inc.php)
