 I noticed that the problem lies in modules/Users/DefaultDataPopulator.php.
 If I insert $this->db->query("SET NAMES utf8") by hand, the data is
 populated correctly.
 Otherwise, non-ASCII characters in INSERT queries are not correctly
 inserted into the database.
