 Records are not skipped that are duplicates based on the criteria on the
 duplicate record handling.  Export of all products includes the export of
 previously deleted records.  Deleted records also show up on the query
 after applying a filter.  It seems like existing records and previously
 deleted records are not being handled correctly in general in the products
 section.  I will try to find some specific use cases, but seems to be a
 wider problem.
