Old description:

 1) Create some records in leads without giving phone values and create
 some records with giving phone values.

 2) Now create custom filter with advance search as phone equals blank
 value.

 3) Actually it should show some records but it is not showing any records.

 4) This issue can be reproducible by using fax field.

 5) Also this can be reproducible for assigned to equals blank in
 opportunity module.
