 Below are the steps to reproduce the issue on http://demo.vtiger.com

 1-As admin, go to CRM settings / sharing access and set Organizations &
 Contacts as private, then click on the recalculate button.
 2- set up a new user (non admin)
 3- As this user, create a new contact without any related organization
 4- As a user, go to reports --> Contacts without Organizations.
 --> You will see no record found instead of (at least) a contact, the one
 created at step 3.

 The same report works perfectly as a vtiger admin.
