 If the value of source field contains characters with UTF-8 (e.g. Ö, Ä),
 the definition of dependencies does not work but all values are shown in
 front end. By values with "normal" characters it works nicely.

 If the value of the target field contains characters with UTF-8 (e.g. Ö,
 Ä), these cannot be deselected. If we deselect them and save, the values
 will be reset again and shown as selected in settings/picklist dependency
 setup. However, these are not shown as possible values for the field in
 front end. If we use values without these characters, it works also
 without problems.
