 Most of the accounts in my system have a contact linked to them. Some of
 them have not.

 When a user with no full access runs a report: List Accounts + contacts.
 The report contains only accounts the user has access to and that have at
 least one contact.

 When the same report is run by admin or a user with full access the report
 lists all accounts with are without a contact.
