 Following are the steps to reproduce the issue

 1-->Create report and give scheduled mail option at step-9.Give any time
 there which will be 1 hour and 2 hour ahead of present time.[[BR]]

 2-->Now run the cronjob and you can see mail is coming immediately which
 should have come at the time specified.

 3-->Mail should be sent according to user time zone which is creating the
 report.
