 It should be possible to synchronise contacts assigned to an other user or
 group but to which you have access. Basically use the access rules applied
 in Vtiger. (Users, Groups, Sharing access)

 If you have READ access: Allow synchronisation Vtiger -> Outlook.
 If you have WRITE access: Allow synchronisation Vtiger <-> Outlook.

 The same goes for Calendar and tasks.
