Comment:

 Bcc email is mostly sent to the admin user.

 In the Email content, variables are replaced with the actual values based
 on the user to whom it is sent. For example, $contacts-lastname$ will be
 replaced with the Last Name of the Contact to whom the mail is sent.

 But the same cannot be done for the admin as the variables are not in
 context of the admin user.

 Please let me know if you understood the use case correctly.
