 I would like to be able to distribute new files to existing modules in a
 vtlib package. For example, Timecards.zip:

 {{{
 manifest.xml
 modules/Timecards/...
 modules/HelpDesk/file1.php
 ...
 modules/HelpDesk/filen.php
 }}}


 As long as the files don't exist we should be able to distribute them to
 any module.

 I can live with the fact that a new package won't overwrite any existing
 files.
