#6288: UTF-8 ticket Description  are changing to HTML code after clsing the ticket
from customer portal

 You can reproduce the issue with following steps

 1-->Create a ticket through customer portal,give some UTF-8 characters in
 the description field.[[BR]]
 2-->Now close the ticket you can see the description with UTF-8 characters
 are changed in to HTML code.
