 2. Sub Admin Functionality - To create multiple admin. eg. User Management
 Admin, Modules Management Admin, Email and other Notifications Template
 Admin, etc

 3. Controls for SAAS - Things like, ability to control no of users,
 storage space, subscription duration.

 Note: The above two works quite well in DotNetNuke, with host as user
 higher than admin.
