Comment:

 There is a way to avoid this issue.
 Make a check when the user change own password using customer portal
 access.

 If already exist the same emailID/Password combination in the
 vtiger_portalinfo, the popup window used for the password change must
 return an error, and ask the user to write another password.

 I've tried to change the password using the same password of another user
 (with the same emailID) and the password is changed, but when logout
 either users can't connect anymore to the customer portal.

 Because the passowrd is create randomly when checked the Portal Users flag
 in the contact page for the first time , the only way to have same
 EmailID/Password is when the user change own password using the customer
 portal.
