  * status:  new => closed
  * resolution:  => invalid

Comment:

 This is acceptable and the way it should actually work. We should let the
 non-admin users to view the filters created by admin users even though
 they do not have access to all the fields of the filter. But only thing we
 should make sure is that the non-admin user doesn't get access to the data
 of the fields which the user doesn't have access to. This we are
 achieving.
