 When products quantity in stock is lesser than reorder level of that
 product, handler of that product will get a mail.
 But this is working when products quantity will reach exactly to reorder
 level and sending mail. If quantity is less than reorder level handler is
 not getting any mail.

 Steps to reproduce :
 1. Create a product with quantity in stock 20 and reorder level 10.
 2. Create a invoice and add above product with 11 quantity.

 Now handler is not getting any mail.
