 Key Translation made in the xx_yy.lang.php files inside modules dirs are
 ignored if exist the same Key in the utils/language/xx_yy.lang.php file.

 For example:
  utils/language/en_us.lang.php has the lable defined:  'Assigned
 To'=>'Assigned To'
  modules/Contacts/language/en_us.lang.php has the label defined: 'Assigned
 To'=>'Assigned To User'

 In the Contatct form is used the first "Assigned To", the second "Assigned
 To User" is ignored.

 The rigth behavior must be the use of key in utils/language ONLY if the
 same label isn't defined in the specific modul language file.

 Changeset 12760 doesn't solve this issue (i've tested with Contact
 module).
