 This has been observed in a fresh install of 5.1 with a database migrated
 from 5.03, and has been independently reported in a fresh install of 5.1
 with a new database, but is '''not''' present on the vtiger demo server.

 To recreate the problem
 1/ Create a new Quote/SalesOrder/Invoice with Individual Tax.

 2/ Add a product line item - Observe the Net Total is '''not''' updated.

 3/ Click on the 'Tax' hyperlink - Nothing happens.

 4/ Add more line items - Same thing.  No Net Total, and no pop up when
 clicking on Tax.

 5/ Save the Quote and Open it again for editing. - The Net Total is now
 filled in, and when clicking on 'Tax' the popup box opens, but the Tax
 rate is always 0.00% and the Tax totals will be wrong.

 If an existing quote made before the migration is opened it is all
 correct, but new Products added will be wrong.
