#6239: Mail Scanner Settings Not Functioning

 When setting up Mail Scanner, the settings will not take and one is
 redirected to a blank index.php page. If the settings are put into the
 database by hand, they are displayed properly in the WebUI, but are not
 editable.
 Also, the scanner does not appear to be able to scan for the correct
 folders in the given email account, but rules are addable and removable.

 VtigerCRM version: 5.1.0
 php -version: PHP 5.2.9 (cli)
 Server version: Apache/2.2.9 (Unix)
 Browser Version: Firefox 3.5.2 (Fedora)
 Kernel Version: vmlinuz-2.6.27.25-78.2.56.fc9.x86_64

 Please let me know if further information would be helpful in discovering
 the cause of this bug.
