 with 5.1. the default language as well as additional languages are stored
 at the DB. But these entries are not used alsways in the program. Some
 components are still rely on the language entries in the config.inc.php.
 For instance, if you have set your default language to English in the DB
 and to German in the config.inc.php you will get a language mix at the
 CRM. Some entries will be in English, some in German (e.g. Picklist
 content).
 This should get cleaned up.
